You have until June 30 to nominate a Chief AI Officer (CAIO). The role requires an SES Band 1 leader who will drive AI adoption, champion strategic change, and work alongside existing AI accountable officials to ensure governance and coordination (Department of Finance, 2025). You have someone in mind — a leader with the right seniority, the right standing, and a genuine interest in the technology. The nomination is straightforward. What is less straightforward is the question you may not yet have asked: does the role as you have designed it — or as it will default to existing — actually give that person what they need to do what Finance is asking them to do? That question is worth asking before the nomination is finalised, not after.

The title is not the role
The dual-hatting pattern that has emerged across the APS is logical from a resourcing perspective. No new funding has been attached to the CAIO mandate, and the expectation is that existing senior leaders will absorb the responsibility alongside their current accountabilities (iTnews, May 2026). For most agencies, this means an SES Band 1 leader — likely the CIO, the CDO, or a senior policy executive — will hold the CAIO designation in addition to their substantive role. The mandate is satisfied. The question is whether the role is.
What a CAIO needs to lead AI strategy is structurally different from what that same leader already has as a CIO or CDO. The Finance mandate describes the CAIO as someone who leads transformation, identifies opportunities across the whole agency, and provides contestable advice (GovAI, 2026). That last phrase is the operative one. Contestable advice requires access to what AI is actually being used for across the agency, visibility into decisions at the programme level, and enough separation from line accountability to say something that challenges the existing direction. A leader who is also responsible for the agency’s technology infrastructure, or its data governance, or a major policy portfolio, is not structurally positioned to contest decisions in those same domains. The dual-hatted role does not preclude good leadership — it does preclude the structural independence the mandate implies.
This observation is not directed at the leaders being appointed. It is about what happens when a new accountability is placed inside an existing role without examining whether the existing role’s constraints carry over. They do. The information access, the delegation scope, the reporting lines — all of these are inherited from the substantive role, not freshly designed for the CAIO function. The leader arrives with a new title and the same structural position they held before.
The two mandates are distinct
There are two separate mandates, and the diagnostic question depends on which one an agency is answering.
The first is the AI accountable officer mandate, with a June 15 deadline. This requires agencies to register designated officials against specific AI use cases — a per-use-case compliance function that sits close to existing risk and governance frameworks (Department of Finance, 2025). It is granular, operational, and oriented toward accountability for individual deployments. Structurally, it is a subsidiary function: it operates within the decision boundaries of a program or line area, governed by the program’s own accountability structure.
The second is the CAIO appointment mandate, with a June 30 deadline. This is a strategic leadership role — the SES Band 1 leader who drives adoption and champions change across the whole agency. The AI accountable officer asks: is this use case being managed responsibly? The CAIO asks: is this agency positioned to use AI well? These questions are not at the same level of the governance hierarchy. The AI accountable officer operates within existing program structures. The CAIO is meant to operate across and above them — to see what no single program can see and to contest what no program-embedded leader can contest. Treating the CAIO as a senior version of the accountable officer — adding enterprise-level oversight to the compliance infrastructure — constrains the role’s scope before the leader begins.
What the CAIO role actually requires
The structural conditions that allow a CAIO to function are not complicated to identify. They are uncomfortable to address, because doing so typically reveals that the role as currently defaulting is under-resourced for its mandate.
The emerging evidence base for agentic AI governance identifies three distinct governance functions that any senior AI leadership role must satisfy (Hodgson, 2026). Each maps directly onto the structural conditions the Finance mandate implies — and each reveals a different way in which dual-hatting compromises the role.
The first is execution governance: who can see what AI is actually producing across the agency. A CAIO who leads transformation needs to know what AI the agency is using, what it is being used for, and where the decisions about adoption are being made. This is not the same information set that sits in the compliance register. It includes informal experimentation, vendor-led pilots, and line-manager decisions that have not yet reached the governance framework. Without direct access to that picture, the CAIO is governing blind. A dual-hatted CAIO inherits the information flows of their substantive role. Those flows were designed for a different accountability scope.
The second is value governance: who is named and accountable for deciding whether AI investment is directed at the right problem in the first place. This is structurally prior to execution governance — an AI system that executes well on the wrong problem is a governance failure, not a success. The Finance mandate asks the CAIO to provide contestable advice. That requires standing to surface it at the right level and the delegation to act when it is accepted. A dual-hatted SES leader whose primary accountability sits in one domain will find it structurally difficult to contest decisions there, and may find it politically difficult to contest decisions in adjacent ones. The authority question is not about seniority — it is about whether the role’s design creates conditions for independent judgement. This accountability cannot be distributed across a governance committee (Hodgson, 2026). It requires a named individual positioned to make the call.
The third governance function is the least visible in the current CAIO conversation, but the one with the most strategic consequence: diagnostic governance (Hodgson, 2026). A properly structured AI leadership role does more than direct investment and monitor execution. It converts what the agency’s AI adoption patterns reveal — the constraints, the gaps, the decisions being made by default at the program level — into structured evidence that reaches the people who can act on it. What the AI team cannot do reveals what the organisation has decided, through action or inaction, not to change. A CAIO positioned with genuine independence across the agency’s full AI landscape can surface that evidence to the secretary and to ministers. A CAIO whose brief is subordinated to a particular program, procurement, or operational outcome cannot. It is this connective tissue — the governance, the economics, the operating model that sits above any individual use case — that Jones (2026) identifies as the missing element in agencies that struggle with AI adoption. The diagnostic function is where that connective tissue is built. It requires the independence to see across the agency, not just the program area.
These three governance functions are not aspirational. They are structural design requirements. An agency that appoints a CAIO without explicitly designing for all three has not answered the governance question. It has answered the compliance question.
What the appointment decision actually contains
Most agencies will finalise their CAIO nomination before they have explicitly answered these three questions. That is not a failure of intent — it reflects the pace of the mandate and the practical logic of dual-hatting. But it means the appointment decision contains an implicit answer to each of them, whether or not that answer was deliberate.
The stakes of that implicit answer are higher than they appear at the point of nomination. BCG’s research on AI maturity across 1,250 senior executives globally identifies three distinct performance tiers (Boston Consulting Group, 2025). The 5% of organisations classified as future-built are achieving AI value at scale. The 60% classified as laggards report minimal returns. The critical finding is that the gap between these tiers is not explained by the sophistication of the AI tools deployed. It is explained by whether organisations have redesigned their processes around AI capability, and whether they have someone clearly accountable for directing that redesign. The CAIO is precisely that accountability. But only if the role is designed to carry it.
An agency that appoints a dual-hatted CAIO without designing for execution, value, and diagnostic governance is not building toward the 5%. It is building the governance architecture of the 60% — compliance infrastructure dressed as strategy leadership. That architecture compounds. The AI investment cycles that follow will each be directed by a leader who can see only the part of the agency’s AI landscape that sits within their substantive portfolio. What hardens over those cycles is not just missed opportunity — it is adoption patterns, vendor relationships, and program-level decisions that the CAIO, once appointed, cannot see clearly enough to contest. The structural defaults set at the point of nomination become the constraints that shape every subsequent AI governance decision the agency makes.
The deputy secretary who asks before the nomination is finalised has a different set of options than the one who asks afterward. Before finalisation, the role can be scoped with a dedicated information mandate, the delegation can be drawn to allow genuinely independent advice, the CAIO can be positioned outside the line of accountability for the domains they are expected to contest. After finalisation, the structural defaults are set, and changing them requires relitigating the appointment.
A CAIO who holds a title without the conditions the role requires will not be ineffective — good leaders work within structural constraints. But the agency will have created a role whose reach is defined by its limitations rather than its mandate.
The gap between the agency that achieves AI value at scale and the one that does not is set earlier than most deputy secretaries realise — it is set in the role design, not the nomination.
